Ilkar, please don't be specific. The law only applies to users who are in the United States. However, no matter where the site is hosted from, or in what country the user resides in, if the website permits American users who fall under the law, then that site is civilly liable under United States law and can be sued as such. Since most countries, western ones anyway, recognize that the US is a court of competent jurisdiction then any fines levied against you would be collectible via your own judicial system. In other words, just because you don't live here, does not mean your ass is protected from US laws.
Although, I will admit, it makes all legal issues regarding the Internet a convoluted freaking mess.
